The court ruled that "the more 'concrete' national security concerns of the Navy outweighed the harm to endangered species." Water Keepers and the Natural Resources Defense Council contend that 13 endangered species could be impacted by the bombing including brown pelicans, manatees, 4 species of whales, 4 turtle species and 3 plant species.
